Policy and Procedure
The State University of New York at Potsdam Institutional Review Board was established to protect the rights and welfare of human research subjects. Since the conduct of research with human subjects may raise fundamental ethical and civil rights questions, no distinctions in the monitoring of projects will be drawn between funded and non-funded projects, or between projects carried out by students, faculty, staff, agents or affiliate researchers (on-campus or off-campus).
The IRB’s authority is founded in and guided by many sources, including regulatory statutes, institutional policies, ethical guidelines, and professional standards.
These sources include, but are not limited to the following:
Office for Human Research Protections (OHRP)
Office of Civil Rights (OCR), within Health and Human Services (HHS)
- National Standards to Protect the Privacy of Personal Health Information
- Health Insurance Portability and Accountability Act (HIPPA)
- 45 CFR Part 160 and subparts A and E of Part 164
