Parking Regulations

Parking isn't always a nightmare! SUNY Potsdam's University Police works hard to ensure that the process of registering your vehicle and the daily task of parking on campus is easy to do.

Vehicles must be registered and you'll need to display a parking permit (decal). You can register your vehicle online through BearPAWS.

University Police Parking Division

Located on the 1st floor of Van Housen Extension

Hours:
Fall/Spring Semesters: Monday through Friday, 7 a.m. - 3 p.m.

  • Fines: Any person who receives a parking ticket can pay the fine in person at University Police, located in the Van Housen Extension, first floor. The fine for most parking violations is $30. Illegally parking in a handicapped space will result in a $100 fine, and parking in a bus stop, loading dock or fire lane will result in a $60 fine.
  • No person shall park a vehicle in any area except one specifically designated for the type of parking permit issued and displayed. (See map above).
  • Parking or standing in posted, restricted or reserved areas on campus streets or roads and in parking lots is prohibited. Parking or standing on lawns and in driveways is likewise prohibited as is the blocking of walkways or crosswalks.
  • No person shall park a vehicle on the premises of the college in such a manner as to interfere with the use of a fire hydrant, fire lane or other emergency zone, create any hazard or unreasonably interfere with the free and proper use of a roadway or pedestrian way.
  • Permission to park or stand in unauthorized areas to load or unload materials necessary to the college function must be obtained from the University Police Department.
  • No person shall park a vehicle in such a way that it is not completely in a lot, or to block an entrance or exit, driveway or any other vehicles in a lot or so as to prevent access to a parking space.
  • Overnight parking is restricted to parking lots 6, 17, 18, 19, 22, 23, 24, 25, 25A, 26, 27 and 31. Vehicles parked in lots other than the above between 2:00 a.m. and 6:00 a.m. are in violation of these regulations.
  • Storage of motor vehicles which are inoperative or without valid state registration in campus lots is prohibited.
  • Operators of disabled motor vehicles shall notify the University Police Department when it is necessary to leave the vehicle in an unauthorized area.
  • Special parking designation may be granted for extraordinary circumstances upon written request from a building administrator after consultation with and the approval of both the Chief of University Police and the Parking Advisory Committee.
  • Visitors to campus may park in the following lots: 1, 2, 6, 7, 9, 17, 18, 19, 20, 22, 23, 24, 25, 25A, 26, 27, 30, 28, 31 and 32.
  • Visitors who wish to park on campus must obtain temporary parking permits. Permits are available at the University Police Department and selected campus offices as designated by the Chief of University Police.
  • Any motor vehicle which is parked in violation of these regulations may be ticketed and/or towed from campus at the owner's expense.
  • Handicapped parking spaces will be used by handicapped persons only. An individual with a physical disability may be issued a handicapped decal following his or her written application to the Chief of Police. The application must be supported by a physician's written statement certifying such need.
  • The State University College at Potsdam will also honor a handicapped person status officially designated by any other appropriate governmental agency and indicated as such by an authorized handicapped symbol on the vehicle.
  • Parking regulations may be suspended for special events at the discretion of the chief administrative officer or designee. A complete copy of the campus traffic and parking regulations can be obtained at the University Police Department.
  • Military/Veteran. Any prior or active service member, in attendance as a student or full or part-time employee at the college shall be exempt from registration and parking fees upon providing proof of service in the form of a VA medical ID, DOD CAC (Department of Defense Computer Access Card), DD214, DD215, DD Form 2 Retired Military ID card or a New York County Clerks Veteran’s Records Certification Card.

SUNY Potsdam University Police uses a Genetec automated license plate recognition (LPR) system to support campus safety and specific law-enforcement investigations. SUNY Potsdam does not use Flock Safety technology, and University Police policy prohibits its use.

Locations

LPR cameras are installed at designated locations on the SUNY Potsdam campus. The cameras capture vehicle and license plate images when a vehicle approaches.

Data Collected

The system captures an image of the vehicle and its license plate. LPR cameras are activated by approaching vehicles; they do not continuously livestream or monitor traffic.

The system does not use facial recognition, identify vehicle occupants, or provide a registered owner’s name, address, or other personal information. It does not independently identify who is driving a vehicle.

If officers have a legitimate law-enforcement reason to identify a registered owner, they must conduct a separate inquiry through a restricted law-enforcement database. Access to that database is heavily audited.

Use of Data

University Police policy limits searches and use of LPR information to authorized public-safety or law-enforcement purposes, including:

  • Investigating a reported crime.
  • Locating a missing or endangered person.
  • Identifying a vehicle connected to a specific incident.

The system is intended to assist with specific campus safety investigations. It is not actively watched to determine who is traveling to or from campus or used to monitor the ordinary activities of students, employees, or visitors.

Data Storage and Control

SUNY Potsdam controls the information collected by its LPR system. Records are stored in the Genetec cloud for the College’s use, rather than being placed in a nationwide, privately operated information-sharing network.

Access to Records

Access is restricted to authorized University Police personnel and governed by departmental policy. University Police maintains an auditing process to ensure that access and use remain consistent with that policy.

Outside law-enforcement agencies and other government entities do not have direct access to the system. Any disclosure of records must comply with applicable law, legal process, and SUNY Potsdam policy.

The system was not installed to support immigration enforcement and does not provide ICE or other outside agencies with routine access to campus vehicle information.
