Benefits Updates
NYS Flex Spending Accounts (FSA) Open Enrollment 2026
- The 2026 Flex Spending Accounts (FSA) Open Enrollment will run from November 1, 2025, to December 8, 2025, for plan year 2026
- Contributions are deducted bi-weekly from an employee’s gross pay and deposited into the appropriate account
- Enrollment is for one year

- Health Care Spending Account (HCSA)
- For the 2026 plan year, an employee may contribute up to $3,400 through pre-tax payroll deductions to the HCSA for eligible health care expenses that are not covered by a health insurance plan (i.e. co-pays and out-of-pocket expenses for dental and vision care)
- After eligible services have been received, the employee should use the FSA debit card to pay expenses directly from their HCSA, or the employee may submit a claim form for reimbursement
- Carryover will continue, employees can carryover up to $660 from 2025 accounts into 2026
- Dependent Care Advantage Account (DCAA)
- Employees may contribute up to $7,500 per year per household for childcare expenses, elder care , or disabled dependent care expenses
- Employees are eligible for a contribution from the College for dependent care expenses
- Adoption Advantage Account.
- Employees may contribute up to $17,670 for expenses related to the adoption of an eligible child
Option Transfer Period
- The 2026 option transfer information, deadlines and health insurance premium rates will be arriving soon to your home address. The information will also be posted on the NYSHIP website – Planning for Option Transfer 2026
- Productivity Enhancement Program (PEP): November 1, 2025 – December 8, 2025. This program allows you to exchange previously accrued leave in return for a credit to be applied toward your NYSHIP premium
- Pre-Tax Contribution Program (PTCP): PTCP allows employees to have their share of the NYSHIP health insurance premium deducted from their paycheck before taxes are withheld, which could lower their tax liability. In exchange for the tax savings, PTCP enrollees are required to maintain the same pre-tax health insurance deduction throughout the entire plan year (unless a pre-tax qualifying event occurs)
- Opt-Out Program: This program allows eligible employees who have other employer-sponsored group health insurance to opt out of their NYSHIP coverage in exchange for an annual incentive payment. This is considered taxable income. The payment is prorated and credited through your biweekly paycheck
- To enroll in the Pre-Tax Contribution Program (PTCP) or the Opt-Out Program, please complete and return the Health Insurance Transaction Form, PS-404 to the Human Resources Office. The form may also be uploaded to the HR Secure Portal. Do NOT email the form
- Health Insurance Premium Rate Flyer for 2026 will be mailed to enrollees once the rates have been approved

- The USPS will not forward a W-2. If the address is incorrect, it will be returned to SUNY Potsdam
